Absolutely not, Ukraine is not Central Africa. The risk is very low except for swine flue at this moment. Most of the dogs are vaccinated or were vaccinated. I live in Russia and Ukraine and I have never heard about an attack of dogs. You risk much more on the road to have an accident, because they are crazy drivers !
