When is a question or answer not considered chatting ?

That is the question that we all must consider---let's try not to give them any fuel---we have turned a blind eye to blatant violations yet they seem to have gone on the offensive in m droves. I think they know they are losing and it makes them furious that they have been deceived by the man from nowhere with inferior credentials.
